Through the Housing and Community Development Act of 1974, local governments are eligible for money from the federal government to implement a wide range of programs to improve neighborhoods.
The Community Development Block Grant (CDBG) Entitlement Program provides annual grants on a formula basis to entitled cities and counties to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons.

PROGRAM OBJECTIVES
To improve and enhance the quality of life of the citizens of Corpus Christi, with the primary emphasis on the lives of low- and moderate-income families and individuals residing in designated areas throughout the City by:
- Elimination of slums and blight and deterioration of community facilities
- Elimination of conditions detrimental to health, safety, and public welfare
- Conservation and expansion of housing
- Rational utilization of land and other national resources
- Reduction of isolation of income groups within communities and promotion of diversity and vitality
- Restoration and preservation of special properties for historic, architectural or aesthetic reasons
- Economic development, with emphasis on assisting low- and moderate-income individuals
