The Planning & Community Development Department's mission is to promote a livable and vibrant community for the citizens of Corpus Christi through strategic and progressive comprehensive planning. As such, the department is responsible for developing and updating the City's Comprehensive Plan, Area Development Plans, Neighborhood Plans, and assisting with Utility and Infrastructure Master Plans. The Comprehensive Plan is mandated by City Charter, Article V, and includes future land use, annexation, transportation, economic development, public services and facilities, and capital improvements.  

In addition, the Planning Department leads the city's annexation and de-annexation efforts as well as assisting with TIRZ creation, CIP/Bond project selection, public/private projects review, Industrial District creation, and utility master planning.

Grant Monitoring Division

Housing & Rehabilitation Programs provide "One-Stop Housing Services" for low-income households through several federally-funded and locally-funded housing programs.

Planning

The Planning Division develops the City’s Comprehensive Plan called PLAN CC, Area Development Plans, Neighborhood Plans, and assists with Utility & Infrastructure Plans.

Daniel McGinn, AICP, Director of the Planning Department

Daniel McGinn is a seasoned City employee having started with the organization in 2005. He has held positions as City Planner, Project Manager, Land Development Manager, Interim Director of Development Services and Assistant Director of the Planning Department.

Mr. McGinn has over 14 years’ experience in municipal planning and development. Aside from his career with the City of Corpus Christi, he has worked in Community and Economic Development for the City of Hudson, Ohio, Deputy Director of Development Services in Victoria, and the City of Sachse’s Director of Community Development.

Mr. McGinn is a member of several professional organizations, to include the American Planning Association, Texas APA, and the Texas Floodplain Management Association. His education includes a Master’s Degree in Urban Planning from the University of Akron, a Bachelor’s of Arts in Geography from Rowan University, along with other educational accomplishments including a Leadership Development Certification through the University of Virginia, and the City’s Career Development Program.
